VIRGINIA CHURCH LIBRARY ASSOCIATION BYLAWS

Article I — NAME

Virginia Church Library Association, hereinafter referred to as VCLA, organized November 12, 1958; revised c.f. minutes (meeting 1959, November 11, 1959); revised November 1965; revised November 14, 1967; revised November 8, 1971; revised November 1979; revised November 1981; revised April 1989; revised November 1989; revised October 1993; revised March 14, 1997; revised September 25, 1999; revised October 16, 2004; revised March 2007, adopted May 19, 2007; revised and adopted, October 13, 2012; revised and adpoted October 11, 2014; revised and adopted October 10, 2015.

Article II — PURPOSE

1. To promote church library ministry.

2. To assist churches in establishing or revitalizing church libraries.
3. To inform and train church library workers.
4. To provide a strong support network for church library workers.
5. To promote the correlation of the church library ministry with all ministries of the church.
6. To help pastoral staff and church program leaders understand the ministry of church library and

    its resources.

Article III — MEMBERSHIP

1. Membership in VCLA shall be composed of all individuals interested in church library work.
2. Each member shall have one vote.
3. Annual dues will be required for membership.

Article IV — OFFICERS AND ELECTION

1. Elected Officers of VCLA shall be: Director, Education Director, Public Relations Director,

    Development Director, Secretary, Treasurer, Assistant Education Director, and Assistant

    Developement Director.
2. Officers shall be elected and installed at the spring meeting and will serve a two (2) year term.
3. Officers may not serve more than four (4) years consecutively in any one office. Exceptions can

    be recommended to the body by Executive Board.
4. Officers appointed by the Executive Board, including Database Administrator(s),

    Parliamentarian(s), and Historian, may serve indefinitely.
5. An unexpired term shall be construed as a whole term.
6. Officers must be dues-paying members.

Article V — EXECUTIVE BOARD

1. Shall be composed of elected officers, and shall meet as the need arises for purposes of

    planning and carrying out the activities and programs of the VCLA.

Article VI — EXECUTIVE COMMITTEE

1. Shall be composed of the elected and appointed VCLA officers, Associational Library

    Leaders, chairs of all VCLA committees, and Past Presidents/Directors of the VCLA.

a. In order to vote all must be dues paying members.
b. Others may be invited to attend any Executive Committee meeting.
